Railway Budget 2020: Special Preference to the Development of ECR

This year, Railway Budget 2020 was included in the General Budget which included a provision of allocation of 4614 Crores for the development, expansion, and modernization of East Central Railways. This includes the construction of new railway lines, gauge conversion, doubling of tracks, ROB and track refurbishment work. Elaborating the facts of budget allocation, East Central Railway’s CPRO Rajesh Kumar said that the pending projects will be completed faster due to the provision made in the Rail Budget 2020.

The Rail budget has granted a fund of:

  • Rs. Two Hundred Crores for the doubling of Muzaffarpur-Sugaili-Valmikinagar railway block.
  • Rs Eight Crores have been allotted for the new Muzaffarpur terminal station
  • Rs.one crore for basic facilities at the freight train terminal at Narayanpur Anant

CPRO said that a provision has been made in the budget of 459 crore granted for the construction of a new rail line, R54 Crore of sum assured for doubling of rail lines, 191 Crore for ROB, Rs 580 crore for track renewal, Rs.154 crore granted for expansion of passenger facilities, Rs.111 crore for signal related works, Rs.100 Crore for telecom works and 99 Crore for bridge and road-related work.

Some major Projects of Bihar Included in Railway Budget 2020:

Allocation of 101 Crore for the construction of new rail bridge on the Ganga in Mokama
In Mokama, the construction work of the new bridge in parallel to the Rajendra Setu on the Ganges River will be accelerated this year. The existing Rajendra Bridge has a single line and due to some technical constraints, it wasn’t possible to double the rail line on this bridge. Traffic has increased manifold in the nearly 60 years since the commencement of rail operations on the current bridge. Keeping these requirements in mind, approval was given for the construction of a new rail bridge along the Rajendra Bridge near Mokama in the 2015-16 Railway Budgets. On 12th March 2016, the foundation stone of this bridge was laid by Prime Minister Narendra Modi. The estimated cost of construction of this bridge is Rs.1491.47 crore and the target set to complete its construction has been kept 2021-22. In the budget allocation for the financial year 2020-2021, 101 crore rupees have been allocated to East Central Railway for this work. After the construction of this bridge, another rail-cum-road will be available to connect North Bihar with South Bihar.

Bihta – Aurangabad Rail route get Rs 20 Crore
For years, the people of Bihta and nearby have been demanding the Bihta-Aurangabad rail line via Anugrah Narayan Road. But, the provision of funds was not being made in the budget regarding the rail route. It was the budget constraint that led to the non-operation of this project. In the interim budget passed on February 1st, Rs 20 crore has been allocated for the construction of the new railway line. CPRO of ECR said that funds have been allocated for the new railway line of Bihta-Aurangabad and work will be started within one and a half months. Apart from this, the remaining amount is likely to be received in the future, so that the construction work can be completed by the scheduled time.

In the Railway Budget, for the development, expansion, and modernization of East Central Railway, a fund of Rs.4, 614 crore has been made in the year 2020-21. There is a possibility of a new Muzaffarpur station to be built in Sadatpur or Narayanpur. More than 100 Crore will be spent to build this station, after the construction of this station, the distance from Muzaffarpur to Chhapra will be reduced by 25 kilometers. This station is also being built on the lines of Public-Private Partnership where passengers will get to see shopping malls and other facilities at the station.

  • Bihta – Aurangabad Rail Line = INR 20 Crore
  • Neora – Daniyanvan Rail Line = INR 90 Crore
  • Chhapra – Muzaffarpur Rail Line = INR 35 Crore
  • Arariya – Supaul Rail Line = INR 20 Crore
  • Motihari – Sitamadhi Rail Line = INR 10 Crore

Budget Allocated for the Doubling of Rail Tracks in Bihar

  • Katariya Kursela Rail bridge on the Kosi River = INR 90 Crore
  • Kiul – Gaya Rail Route = INR 280 Crore
  • Hajipur-Bachwada Rail Route = INR 100 Crore
  • Sagauli- Valmikinagar Rail Route = INR 100 Crore
  • Muzaffarpur –Sugauli Rail Route = INR 100 Crore
  • Karauta – Patner- Mankathha Triangle rail route = INR 50 crore

In this budget, East Central Railway has got special preference. Strict actions have been paid to the completion of old pending projects. It will be interesting to see whether the East Central Railway can complete these projects in the stipulated time. With the completion of these projects, the development of railways in Bihar will get new wings tending to comfortable convenient and easy traveling.
