Indian Railways New Penalty Rules 2026: Check Key Details

The Railways new penalty rules 2026 have been updated, and ticketless passengers will face higher penalties from the first day of July 2026. Revised penalty is made under Section 137 and 138 of the Railways Act 1989.

 

 

As per the Jan Vishwas Act 2026, ticketless passengers are now to pay Rs. 500 as a minimum penalty. This decision will reduce the number of passengers with no tickets to ensure safety in Indian railways.

 

Ticketless travel is a legal offense. So, passengers must check PNR status before their journey. This news will enlighten the recent changes in the minimum penalty in railways, protecting revenue and improving compliance.

 

Minimum Train Fine Without Ticket 2026

 

Recently, Indian Railways has updated the train fines rules for 2026, aims to reduce unauthorized travel on railways. These rules will ensure a reduction in ticketless passengers on the train and provide more safety during the journey.

 

As per Section 137, ticketless passengers will pay a minimum fine of Rs. 500. Fraudulent travelers without a pass or ticket will must aware of this news.

 

According to the amended rule, offenders may have to pay higher penalty for travelling without a ticket in Indian Railways.

 

Maximum Railway Penalty Rules 2026

  • According to the Jan Vishwas Act 2026, the minimum fine is doubled, but no changes are made for the maximum penalty. 
  • This means, from 1st July 2026, passengers will no ticket have to pay higher but no changes in the maximum penalty.
  • Ticketless travelers will face a Rs. 1000 penalty or 6 month imprisonment or both if found guilty. 
  • Moreover, there is also no change in the excess charges imposed on offenders. 
  • Previously, it was an ordinary single fare with an excess charge as a penalty.

 

Reasons for Revision of Railway Penalty Rules

  • As per the Indian Railways Act 1989, passengers with no ticket are not allowed to travel in any train. However, if found travelling without a ticket may face a penalty under railway penalty rules.
  • Post amendment, the new railway penalty rules 2026 will impose higher penalties to protect railway premises, improve revenue protection and strengthen compliance.
  • So, always check train seat availability before ticket booking and avoid ending up with no confirmed ticket for the journey.
